Things like this would be avoided if the State got out of trying to define marriage altogether. Let the contract define the relationship, not the State. If the contract says "Woman certifies to be a virgin" and the woman signs it of her own free will, and turns out to be not a virgin, then the guy has a right to sue her ass for breach of contract or fraud or something.
